As the poorest area in Rengkok City, the only people who live there either have such abysmal Citizen Scores that they can't live anywhere else or they want to deal with Heaven's control as little as possible. Criminal enterprises have their roots in deep. This makes it the best place to lay low or engage in dirty business. PUPPY stumbles here after the botched assassination attempt at Heaven.

The poorest, dirtiest and least interesting part of town. Only outcasts, freaks, criminals and the unlucky wash up there. There's no reason to visit, unless you get off on grime, poverty and/or psychosis. Or you want to disappear. It's the perfect place to lay low, at least for a while.
The upside of this pit is that, hidden among the lazies and crazies, are some really smart bastards. People who know exactly what they're doing and want to stay under the radar. Look around, maybe you'll make some new friends.
